A business whose only product was itself
Blueprint to Wealth sold memberships promising turnkey online businesses operated on the member’s behalf. Membership cost at least $3,000 and as much as $21,000, plus hundreds of dollars in “administrative fees.”
The complaint states the arrangement plainly: the advertising and marketing for those businesses was controlled by the scheme’s operators, and the businesses existed entirely to sell Blueprint to Wealth memberships. The program offered essentially no value beyond commissions from getting other people to join.
The claims
One robocall was voiced as though from a member, saying “I actually make $50,000 each month.” A scheme website said buyers could “start earning $3,500 weekly within 3-10 days From Now!” Other sites carried videos purportedly from members who had made tens of thousands of dollars quickly.
The complaint describes a call in which one defendant told a consumer in her seventies that she could “get out of debt quicker” and start making a profit by joining, a recommendation made while knowing she was a retiree in need of extra money.
The settlements
The scheme operated since at least 2018. A federal court temporarily halted it in December 2023 and froze assets.
In August 2024 Robert William Shafer and Samuel J. Smith settled, taking lifetime bans from selling or marketing money-making and investment opportunities, with Shafer also banned from telemarketing and Smith from any involvement with robocalling. Their judgments total more than $7.5 million, partially suspended for inability to pay.
In September 2024 Charles Joseph Garis, Jr. and Business Revolution Group settled, banned from telemarketing and from money-making opportunities, required to pay $100,000 and turn over the contents of numerous bank accounts, under a judgment of more than $567,000 that was partially suspended.
In September 2025 the FTC sent $666,631 to 4,208 consumers.
